Yes, Medieval Dynasty is playable on Steam Deck, though performance may vary. The game works on the handheld device.

Establishing the correct century in which Medieval Dynasty takes place is rather hard, because the developers, while doing an incredible job at keeping things historically accurate, often had to choose to modify some things (like the presence of spinning wheels or the usage of stone pickaxes) to provide a more balanced and linear experience while playing the game. The game does however take place in Medieval times, with elements from various centuries between the 11th and the 15th.
Medieval Dynasty's gameplay is based in Central Europe, around Poland. This is not officially confirmed, but the names of NPCs and various historical clues all point towards this area of Europe.
No, unfortunately the game does not support cross progression, meaning that buying the game on another version will not carry over your progress.
This depends on which version of the game you own. On console it is impossible to turn off crossplay, but on PC it is possible to edit the configuration file under the 'Profiles' folder with your profile name: adding the line 'crossplay = 0' to the file will effectively turn off crossplay after restarting the game. In case this does not work, set the file to read-only after modifying it, to prevent the game from overwriting it on launch.

While all PC storefronts (Steam, Microsoft Store, Bethesda.net) share the same pool, Xbox and PlayStation survivors remain isolated from each other and from PC.
